ABUBAKAR TELA SULEIMAN: The Astute, Prudent, And Transparent Financial Accountant With Qualitative Service

He is so passionate about always striving for excellence and precision and this he does radiates in his positions and circumstances which ultimately lead to the attainment of professional proficiency. Alhaji Abubakar Tela Suleiman is the Assistant Director of Finance at Upper Benue River Basin Development Authority in Yola, Adamawa State. His uncommon hardwork, dedication and financial transparency contributed immensely to his gradual rise to his present position at the UBRBDA. Suleiman, who hails from Konkol in Maiha Local Government Area of Adamawa State is a Masters’ Degree holder in Treasury and Financial Management. An alumnus of the Modibbo Adama University of Technology in Yola and the American University of Nigeria, Yola, Abubakar is a very transparent and prudent manager of finances and this is why his level of reliability is so high.

As a young man, Abubakar Suleiman knew what he wants for himself and worked assiduously, thriving so hard to get the best of education that will propel his success. For his enviable academic attainments, Abubakar attended other institutions that include Belel Primary School, Government Secondary School Banjiram, Federal University of Technology Yola, Federal University of Technology Yola and the Nigerian College of Accountancy Jos. All these vital educational achievements enhanced his sporadic growth in his civil service career. In a nutshell however, Alhaji Abubakar Tela Suleiman serenaded himself with different qualifications from these prestigious institutions and these credentials include Bachelors’ Degree in Accountancy, Diploma in Accountancy, Basic Certificate in ICT Competency, Basic Certificate in Quick Books Accounting, General Certoficate in Education and First Schiol Leaving Certificate.
Tested and trusted, Abubakar Suleiman has so far proven his mettle as a knowledgeable career individual who is a member of professional bodies like the Certified National Accountant where he is a Fellow. He is also Fellow, Institute of Management Consultants, Fellow Certified Chartered System Accountant (USA), Associate Member, Nigeria Institute of Management, Senior Member Chartered Institute of Loan and Risk Management of Nigeria. However, in order to further boost his professional acquaintances, Abubakar Suleiman attended various courses and some of them are Financial Management and Control Overview, Budget and Budgeting Control, Internal Control System Appraisal, Use of Ratios in Predictions of Financial Crisis, Performance of Audit Technique and Project Management and Evaluation all attained in 2009. Others include Development in Corporate Reporting and Auditing, Cases in Forensic Investigations and Evidences, Revenue Recognition Causes and Effects, Audit Quality and Auditing Independence all in 2012.

Not relenting there, Alhaji Tela in 2013 moved on to attend more courses on Challenges in International Financial Reporting Standards, Small and Medium Scale Industries’ Challenges of Compliance with International Standard, Good Corporate Governance the Role of the Accountant, Public Service Rules, Financial Regulations to Achieve Transparency and Accountability for Good Governance and he the year 2014, he went for the Corporate Governance Problems and Prospects Tax Planning and Control, Transition from cash Based to Accrual Based, Auditing through the Computer, GIFMIS – Training on Budget Execution and International Public Sector Accounting Standard (IPSAS). Manpower Planning and Budgeting and GIFMIS – Training on Budget Preparation were all attended in 2017 while in 2019, Alhaji Tela went for Treasury Management and Achieving Zero-Tolerance for Fraud and Corruption in MDAs.
He ventured into the employment cycle in 1991 as an Audit Clerk of Sunny Okon & Co. (Chartered Accountants) where he left in 1993 and teamed up with Davis Offion and Ukah, another firm of Chartered Accountants as Audit Supervisor quitting in 2005. However, as a man who is well equipped educationally and professionally, Alhaji Abubakar Suleiman Tela joined the Upper Benue River Basin Development Authority (UBRBDA), Yola in present day Adamawa State where he rose from a junior level to senior cadre. Sequentially, Alhaji Tela who began his journey at the Authority in 1994 started out as a Store Accountant and from there, he was moved to the post of an Accountant/Admin Officer on Kiri Dam Project where he was till July 1995. His gradual rise saw him going through the position of Accountant/Admin Officer (Cham Multi-Purpose Dam) from July 1995 to May 1996 to Accountant Salaries (Headquarters) from May 1996 to February 1999, Accountant/Admin Officer (Lower Taraba Irrigation Project) from February 1999 to July 2001, Accountant I (Headquarters I/C Stores Account, Staff Advances, Creditors Ledger and Fixed Asset Register) from November 2007 to November 2008, Senior Accountant (Headquarters I/C Capital Expenditure, Expenditure Analysis, Bank Reconciliation, Vote Books, Dec 2008 – Dec 2009, Principal Accountant (Headquarters main Accounts) December 2009- September 2013, Principal Accountant (Headquarters Final) October 2013 – July 2015, Assistant Chief Accountant (Headquarters) August 2015 – December 2017, Chief Accountant (Headquarters) January, 2018 – September 2019, Head of Finance and Accounts September 2019 – 2020 and Assistant Director Finance and Accounts 2021, a post he presently hold to the satisfaction of his employers and colleagues. He is also a Honourary Publicity Secretary of the Association of National Accountants of Nigeria Adamawa State Branch in 2014.

Alhaji Abubakar Suleiman Tella is a man blessed with ability to work under pressure, ability to work effectively in a team, good interpersonal relationship, integrity and tact. In appreciation of his dutiful, impactful, transparent, prudent and patriotic services to the Nigerian public, Alhaji Tela has been awarded severally. These are accolades he won as Ambassador for Peace by Universal Peace Federation in 2021, Award of Excellence in Good Governance Accountability, Transparency in Service Delivery by Pan-African Center for Transparency and People Initiatives in 2021, Doctorate Degree (Honoris Causa) by the Institute of Leadership, Manpower & Management Development in 2022, Honorary Fellow Chartered Institute of Diplomacy and Management in the year 2022.
